Goddard Senior Fellows Proposal FAQ


Q: What does it mean that a proposal need not be part of an established Goddard program?

A: Most current R&D investment programs require that proposals show a direct connection to currently planned missions, for example, via the Decadal Surveys or “lines of business”.  The Senior Fellows do not want to preclude innovative ideas that may have the potential to enable new and interesting science and engineering applications. Alignment with Goddard lines of business is encouraged but not necessary if the proposed work could potentially open up new areas of work consistent with Goddard’s science-focused mission. In all cases proposed work must be consistent with the recently announced Center roles by the NASA Executive Council.


Q:  What does early-stage investment and exploratory research imply?

A: The GFIC purposely stays away from the Technology Readiness Levels (TRL) terminology.  The intent of the Fund is to “give birth” to new ideas that otherwise don’t have any other place to be considered.


Q: Do proposers require supervisor approval for submission?

A: Proposers do not have to seek supervisor approval or an evaluation to submit a proposal.  However, the proposers must show they have the ability to work on the proposal should it be accepted, while also meeting any other work commitments.  Working with their supervisors ahead of time helps address the availability of the proposer and any potential conflicts. It is required that all procurements be costed and that civil servant labor cost be completed by the end of the 2021 fiscal year. There is no minimum time, as the GFIC will also consider shorter duration efforts.


Q:  What can I use the funding for?

A: The award is for full cost, including civil servant labor and any other justifiable expenses.  If the proposer’s time is otherwise covered it is acceptable to use the funding only for materials.  Conversely if materials are not necessary the award can be used to cover labor.  All non-labor costs have to be justified.  This fund is not intended for any significant capital equipment purchases.  It is still to be determined if the funds can be used for travel. Funding can also be used for student participation, for example under the GSFC Summer Intern Program or university grants.


Q:  What is the required length of proposed work?

A: It is anticipated that most proposals will be short term and will end in the 2019 fiscal year. Consideration for extension for up to a one-year effort will depend on the results delivered at the end of the fiscal year and available funds. There is no minimum time, as the GFIC will also consider very short duration tasks.


Q:  What reporting will be required?

A: The GFIC will require minimal reporting but sufficient to assess progress.


Q:  How can the Senior Fellows support the proposers if selected?

A: Upon selection of an innovation proposal, the Senior Fellows will make themselves available as mentors or advisers to proposers.  We also would provide advocacy for the innovations for their continued development should they prove successful.
